Dr. Psycho arrives in Metropolis. He mesmorizes everyone into wanting Superman. Superman fights Shrapnel. Lex Luthor sends Black Adam to deal with Dr. Psycho so that he doesn't mess up their plans. Dr. Psycho was only to go to Metropolis to distract Superman, not to engage with him. When Black Adam arrives it looks like there will be a confrontation between him and Superman.
